The Intergovernmental Group of Experts on Lessons Learned from United Nations Congresses on Crime Prevention and Criminal Justice, which had met in Bangkok from 15 to 18 August 2006, stressed the importance of regional preparatory meetings as a key preparatory tool for the congresses and as a conduit to incorporate regional concerns and perspectives into their preparation.

When the text of the bill has been finalized and approved by the congresses, it is submitted, together with their recommendations, to the General People's Congress which, acting as an expanded drafting committee, considers all the opinions and amendments of the people's congresses and then promulgates the bill, which enters into force on the date of its publication in the Official Gazette.
فإذا اكتملت شروط الصياغة الفنية للقانون واقرته المؤتمرات يرفع مع بقية قراراتها إلى مؤتمر الشعب العام الذي ينعقد كلجنة صياغة موسعة ويتولى تجميع كافة اﻵراء والتعديلات التي أدخلتها المؤتمرات الشعبية على القانون ثم يصدر القانون ويعتبر نافذاً من تاريخ نشره في الجريدة الرسمية.

In fact, the congresses had grown substantively and organizationally with the development of the United Nations itself, following a practical approach that managed to preserve the professional and scientific character of the congresses, without being conditioned by excessive political overtones.
وما برحت مؤتمرات الجريمة تتطور من حيث الموضوع والتنظيم مع تطور الأمم المتحدة نفسها، وما انفكت تتبع نهجا عمليا نجح في الحفاظ على طابع المؤتمرات المهني والعلمي، دون أن تكون رهينة لدوافع سياسية مفرطة.

1. At the eleventh session of the Commission on Crime Prevention and Criminal Justice, the importance of the congresses on crime prevention and criminal justice for the exchange of information on the trends and problems in criminal justice was emphasized.
1- أكدت لجنة منع الجريمة والعدالة الجنائية في دورتها الحادية عشرة على أهمية مؤتمرات منع الجريمة والعدالة الجنائية لتبادل المعلومات عن الاتجاهات والمشاكل في مجال العدالة الجنائية.
