2. 2- إن سحب إعلان مقدم بموجب المادة 22 من الاتفاقية لا يخل بالنظر في أي مسألة تشكل موضوع شكوى سبقت إحالتها بمقتضى تلك المادة، وأي شكوى أخرى مقدمة من أي فرد أو باسمه لا يجوز تسلمها بموجب هذه المادة بعد تسلم الأمين العام إخطار سحب الإعلان، ما لم تكن الدولة الطرف المعنية قد أصدرت إعلاناً جديداً.

Article VII(1) provides that the Convention shall not deprive any " interested party " from " availing " itself of an arbitral award.
