The terms of reference of the Global Working Group reflect the conclusions of the report of the Independent Expert Advisory Group on a Data Revolution for Sustainable Development (IEAG), entitled: " A world that counts: mobilising the Data Revolution for sustainable development " (November 2014).

As indicated in the report of my Independent Expert Advisory Group on the Data Revolution for Sustainable Development, the world must acquire a new " data literacy " in order to be equipped with the tools, methodologies, capacities and information necessary to shine a light on the challenges of responding to the new agenda.

The final report of the Secretary-General's Independent Expert Advisory Group on the Data Revolution for Sustainable Development, which was submitted on 6 November 2014, delineates a comprehensive set of recommendations in four areas, namely: (a) principles and standards; (b) technology, innovation and analysis; (c) capacity and resources; (d) leadership and governance.
