Following the work of the contact groups and further deliberations in plenary, the Committee reached consensus on many of the elements in the draft overarching policy strategy but it could not agree on some points in a number of the sections of the draft, most of them relating to financial considerations and principles and approaches.

3. No consensus was reached at the third session of the Committee on the sections of the draft overarching policy strategy on financial considerations and principles and approaches, or on three related subparagraphs in the statement of needs and objectives sections of the document.

The expanded Bureau had proposed that the results of that study, as modified by the secretariat, should be set out in the draft overarching policy strategy as the starting point for debate on principles and approaches at the current session, and they were before the Committee at the current session in chapter VI of document SAICM/PREPCOM.3/3.

The Chair reminded the Committee that there had been disagreement over whether the word " voluntary " should be used to describe the activities included in the plan, reminding them that there was a similar issue regarding use of the word in the draft overarching policy strategy.

The contact group on principles and approaches reported back to the Committee with suggested revised text for paragraphs 14 (e) and 20 of the draft overarching policy strategy. The Committee approved the draft text of paragraph 20, as amended by the contact group.

The President's objective in revising the draft overarching policy strategy for further consideration at the Committee's third session was to present a text that reflected as comprehensively and coherently as possible the many drafting proposals received during the intersessional period, in the hope of providing the Committee with a good basis for proceeding with negotiations to finalize the strategy.

Ms. Bohn drew the attention of the Committee to paragraph 20 of the draft overarching policy strategy (SAICM/ICCM.1/3), on principles and approaches, noting that brackets still remained around the entire text, as well as to a proposal for alternative text submitted during the session, which took on board the outcome of the third session of the Preparatory Committee as well as comments and suggestions made subsequently.
