In order to establish clearly the scope of negotiations following the evaluation of proposals, the final request for proposals should indicate which are the terms of the project agreement that are deemed not negotiable.
وبغية بلوغ تحديد واضح لنطاق المفاوضات عقب تقييم المقترحات ، ينبغي أن يبين الطلب النهائي لتقديم المقترحات ما هي شروط اتفاق المشروع التي تعتبر شروطا لا يمكن التفاوض بشأنها .

Consultant services and advisers may also be retained to assist the contracting authority in the evaluation of proposals, drafting and negotiation of the project agreement.
كما يمكن الاحتفاظ بخدمات المستشارين والخبراء لمساعدة السلطة المتعاقدة في تقييم الاقتراحات وإعداد مسودة اتفاق المشروع والتفاوض بشأنها.

In some cases the financial proposal may include the cost of financing offered by bidders; in this case the requirement for financing and how it will be considered in the evaluation of proposals should be defined in the request for proposals.

والمؤسسات المالية الدولية، كالبنك الدولي مثلا، لا تقبل نظام المظروفين للمشاريع التي تمولها لأن ذلك النظام يترك هامشا لدرجة أعلى من السلطة التقديرية في تقييم الاقتراحات ويزيد صعوبة مقارنتها بطريقة موضوعية.

Furthermore, consultants who are engaged to prepare specifications or to assist in the evaluation of proposals are not allowed to recommend vendors for invitations to bid and are themselves never permitted to submit bids, as such action would be considered highly irregular and would constitute a conflict of interest.

٤٧ - ومن المهم أن تحدد السلطة المانحة الوزن النسبي الذي ينبغي ايلاؤه لكل معيار من هذا القبيل والطريقة التي تطبق بها تلك المعايير في تقييم المقترحات .
