Since 2005, Chinese ships, on a number of occasions, have intruded into the exclusive economic zone and continental shelf of Viet Nam and have conducted 2-D and 3-D seismic surveys in areas near the current locations of the Haiyang Shiyou 981 oil rig.

30. With respect to the delimitation of the exclusive economic zone and continental shelf within 200 nautical miles, the Tribunal applied the equidistance/ relevant circumstances method, following the three-stage approach developed in the most recent international jurisprudence on the subject.

1. According to the competent agencies of Viet Nam and the announcement of the Chinese Maritime Safety Administration, on 27 May 2014 the oil rig Haiyang Shiyou 981 was moved to the location at 15-33.38 north/111-34.62 east, which is entirely within the exclusive economic zone and continental shelf of Viet Nam.
١ - وفقا للوكالات المختصة في فييت نام، وللإعلان الصادر عن إدارة السلامة البحرية الصينية، جرى في 27 أيار/مايو 2014 نقل المنصة النفطية هايانغ شيو 981 إلى النقطة 33.38-15 شمالا/34.62-111 شرقا التي تقع بالكامل ضمن المنطقة الاقتصادية الخالصة والجرف القاري لفييت نام.

Viet Nam also solemnly requests China to resolve all maritime disputes as well as those concerning China's illegal deployment of the oil rig in the exclusive economic zone and continental shelf of Viet Nam, through negotiations or other peaceful means in conformity with international law, including the United Nations Convention on the Law of the Sea.

38. On 17 February 2004, Barbados informed the Secretary-General that, following unsuccessful efforts to negotiate the delimitation of the exclusive economic zone and continental shelf between Barbados and Trinidad and Tobago, it had decided to refer the dispute about the delimitation of those zones to the compulsory binding procedure prescribed by article 286 of UNCLOS, to which both States are parties.

For this purpose, the Government, through its designated competent authority, issued, on 3 September 2014, a navigational warning (Navarea III), by which it designated two areas for exploration activities until 3 December 2014 (see annex II). On this basis, a drilling operation in block 9 of the exclusive economic zone and continental shelf of Cyprus is currently being carried out.

Upon instructions from my Government, I have the honour to enclose herewith a document (see annex) recording the position of the Republic of Cyprus regarding the granting of exploration licences to the Turkish Petroleum Corporation by the Turkish Council of Ministers in sea areas in the Eastern Mediterranean, some of which fall either partly or wholly within the exclusive economic zone and continental shelf of the Republic of Cyprus.
