52. At the February 1995 meeting of SALC at Maseru, ILO was asked to prepare a study on the application of national and international labour standards in the export processing zones from a subregional perspective by 1995/96.
٥٢ - وفي اجتماع لجنة العمل للجنوب اﻷفريقي الذي عقد في ماسيرو في شباط/فبراير ١٩٩٥، طُلب إلى منظمة العمل الدولية أن تعد دراسة بشأن تطبيق معايير العمل الوطنية والدولية في مناطق تجهيز الصادرات من منظور دون إقليمي وذلك بحلول ١٩٩٥/١٩٩٦.

The Committee is concerned about the low level of women's economic participation, the high unemployment rate of women, the inadequate protection for women working in the informal sector, such as domestic service and the weak enforcement of laws to protect women workers in the export processing zones.

62. The Government is concerned about the categories of workers who are not covered by the above framework, such as domestic workers, workers in the export processing zones (EPZs) and workers in the informal sector, and is exploring ways of including such groups within the provisions of the Country's labour laws.
62- ويساور الحكومة قلق بشأن فئات العمال غير المشمولين بهذا الإطار مثل عمّال الخدمة المنزلية وعمّال مناطق تجهيز الصادرات والقطاع غير النظامي، وهي بصدد استكشاف سبل لإدماج هذه الفئات في أحكام قوانين العمل النافذة في البلد.

18. Provide information on the percentage of women employed in the export processing zones compared to other sectors, as well as on the conditions of work in the export processing zones, as requested by the Committee in its most recent concluding comments.
18 - يرجى تقديم معلومات عن النسبة المئوية للنساء العاملات في مناطق تجهيز الصادرات بالمقارنة مع القطاعات الأخرى، ومعلومات عن ظروف العمل في مناطق تجهيز الصادرات، حسبما طلبت اللجنة في أحدث تعليقاتها الختامية.

Noting that a large percentage of minors and women work in these zones, the Committee requested the Government to provide information in its next report on the main causes of this trend and on the measures adopted or envisaged to place minimum wages in the export processing zones on a par with those of the other sectors of the economy.
وفي ضوء مراعاة قيام نسبة كبيرة من الأحداث والنساء بالعمل في هذه المناطق، طلبت اللجنة إلى الحكومة أن تدرج، في تقريرها القادم، معلومات عن الأسباب الرئيسية لهذا الاتجاه، وكذلك معلومات عن التدابير المتخذة أو المتوخاة لتحديد أجور دنيا في مناطق تجهيز الصادرات على قدم المساواة مع الأجور الدنيا بسائر قطاعات الاقتصاد.

The Committee is concerned about reported delays in the registration of trade unions, de-registration on vague grounds, interference by officials of the Office of the Registrar of Trade Unions and the Ministry of Labour in the management and operation of trade unions, and excessive restrictions on the right to strike, in particular in the export processing zones. 19- ويساور اللجنة قلق إزاء حالات التأخير المبلغ عنها في تسجيل نقابات العمال، وإلغاء تسجيلها لأسباب غامضة، وإزاء تدخل موظفي سجل نقابات العمال ووزارة العمل في إدارة وتشغيل نقابات العمال، والقيود المفرطة المفروضة على الحق في الإضراب، ولا سيما في مناطق تجهيز الصادرات. (المادة 8)
