(ي) إقامة نظام دولي حر عادل فعال متوازن للمعلومات والاتصالات يقوم على التعاون الدولي لإرساء توازن جديد وزيادة التبادل في تدفق المعلومات على الصعيد الدولي، وبخاصة تصحيح أوجه التفاوت في تدفق المعلومات إلى البلدان النامية ومنها؛

(j) The promotion of a free, just, effective and balanced international information and communications order based on international cooperation for the establishment of a new equilibrium and greater reciprocity in the international flow of information, in particular correcting the inequalities in the flow of information to and from developing countries;
(ي) تشجيع نظام دولي للمعلومات والاتصالات يتسم بالحرية والعدالة والفعالية والتوازن ويقوم على التعاون الدولي لإقامة توازن جديد وزيادة المعاملة بالمثل في التدفق الدولي للمعلومات، وبخاصة تصحيح أوجه التفاوت في تدفق المعلومات إلى البلدان النامية ومنها؛
