The international community responded as well by convening a Conference of the High Contracting Parties to the Fourth Geneva Convention on Measures to Enforce the Convention in the Occupied Palestinian Territory, including Jerusalem.

The thirteenth and final preambular paragraph notes the convening, on 15 July 1999, for the first time, of a Conference of High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention on the occupied Palestinian territory, including Jerusalem, and welcomes the statement adopted by the participating High Contracting parties.

We support the aforementioned resolutions and urge the Government of Switzerland, in its capacity as the depositary of the Fourth Geneva Convention, to convene the conference of the High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem.
ونحــن نؤيد القرارات المذكورة آنفا ونحث الحكومة السويسرية بوصفها الدولة الوديعة لاتفاقية جنيف الرابعة، على عقـــد مؤتمر اﻷطراف المتعاقدة السامية في اتفاقية جنيف الرابعة بشأن التدابير اللازمة ﻹنفاذ الاتفاقية في اﻷرض الفلسطينية المحتلة، بما فيها القدس.

Hence the call by High Contracting Parties to the Fourth Geneva Convention on 5 December 2001 to both parties to the conflict to:

Deeply concerned at Israel's continued, arbitrary detention of Lebanese citizens in Israeli prisons and camps in flagrant violation of the Universal Declaration on Human Rights, the Fourth Geneva Convention on the Protection of Civilians in Times of War of 1949, and the Hague Convention of 1907;
وإذ يشعر بالقلق الشديد لاستمرار إسرائيل في اعتقال مواطنين لبنانيين في سجونها ومعتقلاتها بصورة تعسفية مما يشكل انتهاكا صارخا للإعلان العالمي لحقوق الإنسان، واتفاقية جنيف الرابعة المتعلقة بحماية المدنيين وقت الحرب لعام 1949، واتفاقية لاهاي لعام 1907،

Article 53 of Additional Protocol I, on the protection of cultural objects and places of worship; article 53 of the Fourth Geneva Convention, on the prohibition of destruction.

2. Ignoring the will of the international community, Israel refuses to recognize the numerous resolutions and decisions of the international community, which condemn its actions on the occupied territories, and it is not implementing the provisions of the Fourth Geneva Convention on the protection of civilian populations during wartime.

4. The Committee had noted the convening, on 15 July 1999, of the Conference of the High Contracting Parties to the Fourth Geneva Convention on Measures to Enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, and the statement adopted at its conclusion.
