VI. Administrative arrangements between the Fund and the United Nations and with other member organizations

It therefore requested that the concept paper to be submitted to the Board in 1998 examine in depth all aspects of the future relationship between the Fund and the United Nations and with the other member organizations.

18. The Advisory Committee welcomes the concept paper3 which provides a review of the current cost-sharing arrangements between the Fund and the United Nations and with other member organizations.

However, on the recommendation of ACABQ, the General Assembly decided that no change should be made in the de facto UN/UNJSPF cost-sharing arrangements between the Fund and the United Nations, pending consideration of the concept paper by the Board in 1998.

5. Pursuant to recommendations formulated by the Office of Internal Oversight Services in its audit report on the United Nations Voluntary Fund on Contemporary Forms of Slavery of 2007, as at 1 January 2012, the secretariats of the Fund and the United Nations Voluntary Fund for Victims of Torture were placed within the Human Rights Treaties Division of OHCHR.
5 - وعملا بالتوصيات الصادرة عن مكتب خدمات الرقابة الداخلية في تقريره عن مراجعة حسابات صندوق الأمم المتحدة للتبرعات من أجل مكافحة أشكال الرق المعاصرة في عام 2007، فقد أصبحت أمانتا الصندوق وصندوق الأمم المتحدة للتبرعات لصالح ضحايا التعذيب اعتبارا من 1 كانون الثاني/يناير 2012، تابعتين لشعبة معاهدات حقوق الإنسان التابعة للمفوضية.

Those studies had included a preliminary consideration of issues to be addressed in the concept paper to be submitted to the Board in 1998 on current and future administrative arrangements between the Fund and the United Nations and other member organizations.

31. The Secretary also indicated that the inevitable result of changing significantly the administrative arrangements between the Fund and the United Nations would be a substantial increase in the administrative expenses to be charged against the resources of the Fund.
٣١ - وأوضح أمين الصندوق أيضا أن النتيجة الحتمية لتغير الترتيبات اﻹدارية بين الصندوق واﻷمم المتحدة تغيرا ذا شأن إنما تتمثل في إحداث زيادة كبيرة في المصروفات اﻹدارية التي ستتحملها موارد الصندوق.

41. The Standing Committee agreed that the longer-term study to be presented to the Board in 1998 must examine in depth all aspects of the future relationship between the Fund and the United Nations and the other member organizations.
٤١ - ووافقت اللجنة الدائمة على أنه لا بد من أن تبحث الدراسة الطويلة اﻷجل التي ستقدم الى المجلس في عام ١٩٩٨ بحثا متعمقا جميع جوانب العلاقة بين الصندوق واﻷمم المتحدة والمنظمات اﻷعضاء اﻷخرى في المستقبل.

33. The Standing Committee considered a preliminary note on the present nature of the administrative arrangements between the Fund and the United Nations and other member organizations of the Fund, together with an analysis of their adequacy for the Fund's operations over the next 10 years or longer.
٣٣ - نظرت اللجنة الدائمة في مذكرة أولية عن الطبيعة الحالية للترتيبات اﻹدارية بين الصندوق واﻷمم المتحدة والمنظمات اﻷخرى اﻷعضاء في الصندوق، باﻹضافة إلى تحليل لملاءمة تلك الترتيبات لعمليات الصندوق على مدى السنوات العشر القادمة أو لفترة أطول.

9. Since the Fund secretariat handles pension administration for the United Nations and serves as the local secretariat of the United Nations Staff Pension Committee, the United Nations shares in the expenses of the Fund secretariat, in accordance with arrangements agreed upon by the Fund and the United Nations, as approved by the Board and the General Assembly.
٩ - لما كانت أمانة الصندوق تتولى إدارة المعاشات التقاعدية لﻷمم المتحدة وتعمل بمثابة اﻷمانة المحلية للجنة المعاشات التقاعدية لموظفي اﻷمم المتحدة، فإن اﻷمم المتحدة تشارك في مصروفات أمانة الصندوق وفقا للترتيبات التي اتفق عليها الصندوق واﻷمم المتحدة وأقرها المجلس والجمعية العامة.

34. At its session in 1996, the Board requested the CEO/Secretary to prepare a concept paper on the administrative arrangements between the Fund and the United Nations and with the other member organizations of the Fund, together with an analysis of their adequacy for the Fund’s operations over the next 10 years or longer.

At its meeting in June 1998, the Committee of Actuaries was informed that the Fund's administrative/audit costs could be expected to increase as from 1999, since a number of services and facilities that had previously been provided by the United Nations at little or no cost would in future be shared by the Fund and the United Nations.
١٧١ - وفي الاجتماع الذي عقدته لجنة الاكتواريين في حزيران/يونيه ١٩٩٨، أُبلغت أنه يمكن توقع زيادة التكاليف اﻹدارية/تكاليف مراجعة حسابات الصندوق اعتبارا من عام ١٩٩٩، ﻷن الصندوق واﻷمم المتحدة سوف يتقاسمان في المستقبل عددا من الخدمات والتسهيلات التي كانت اﻷمم المتحدة تقدمها في الماضي بتكلفة زهيدة أو مجانا.
