In my intervention today, at the close of the general debate on disarmament and international security issues, in which considerable attention has been focused on the problem of a nuclear-test ban, l believe that it will be appropriate for me to comment in some detail on the negotiations on the comprehensive test-ban treaty and their results in 1995.
