The main purpose of this Bill is to provide the General Fono of Tokelau, the Tokelauan national representative body, with a subordinate legislative power.

It was pointed out that the Governor-General of New Zealand, as a symbol of the enduring ties between Tokelau and New Zealand, presented the Badge of the General Fono of Tokelau to the Ulu-o-Tokelau, which depicts the national symbol of Tokelau, the Tuluma (a traditional Tokelauan carved wooden fishing tackle box).
