3. During the period under review, UNOMIG continued its efforts to bring about substantial negotiations between the Georgian and Abkhaz sides on the core issue of the conflict, namely, the future status of Abkhazia within the State of Georgia.

3. During the period under review, UNOMIG, led by my Special Representative, continued to carry out its mandated tasks and to promote dialogue between the Georgian and Abkhaz sides on political and security issues, the return of refugees and internally displaced persons, and economic cooperation.

3. On 24 January 2006, UNOMIG chaired a ministerial-level meeting between the Georgian and Abkhaz sides on security issues, in particular in the Gali district, at its Gali Sector headquarters; the Commander of the Collective Peacekeeping Forces of the Commonwealth of Independent States (CIS) also participated.

Noting the holding of the twelfth session of the Coordinating Council of the Georgian and Abkhaz sides on 23 January 2001,

The Council was briefed by the Minister for Foreign Affairs of Georgia, Irakli Menagarishvili, by the Special Representative of the Secretary-General and Head of UNOMIG, Dieter Boden, and the President of the Security Council, speaking in his capacity as the representative of Ukraine, on the outcome of the third meeting of the Georgian and Abkhaz sides on confidence-building measures, held at Yalta, Ukraine, on 15 and 16 March 2001.

He has visited the region a number of times and chaired several rounds of negotiations between the Georgian and Abkhaz sides on the political status of Abkhazia.

However in the absence of a formal agreement between the Georgian and Abkhaz sides on the signing and implementation of a letter of intent prepared jointly by UNOMIG and the Office of the United Nations High Commissioner for Refugees and endorsed by the Group of Friends at their meeting in Geneva in February 2004, the task force on the return of internally displaced persons and refugees was not established.

While they were of value in themselves, ultimately all these activities were aimed at bringing about meaningful negotiations between the Georgian and Abkhaz sides on a comprehensive political settlement based on the paper entitled " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " and its transmittal letter (see S/2002/88, para. 3).

The Group of Friends actively supported those efforts, the ultimate aim of which is to facilitate meaningful negotiations between the Georgian and Abkhaz sides on a comprehensive political settlement of the conflict using the paper entitled " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " and its transmittal letter (see S/2002/88, para. 3) as a starting point.

5. Following subsequent discussions and requests by both sides, my Special Representative convened the first session of the resumed Coordinating Council of the Georgian and Abkhaz sides on 15 May in Tbilisi.
