9. Decides to convene, at its twenty-seventh session, a panel discussion on the human rights situation in South Sudan, and in this regard;

29. the human rights situation in South Sudan worsened considerably following the outbreak of violence in mid-December 2013.

This sharp deterioration of the human rights situation in South Sudan only compounds the many human rights challenges that were facing the country before the conflict began.

The core priorities of the Human Rights Division are to monitor, investigate, verify and report regularly and publicly on the human rights situation in South Sudan.

41. Monitoring the human rights situation in South and central Somalia remains very difficult because of the serious constraints to gathering information owing to security conditions.

51. On 24 September, a panel discussion on the human rights situation in South Sudan was held in the context of the twenty-seventh session of the Human Rights Council in Geneva.

48. In its resolution 26/31, the Human Rights Council requested the High Commissioner to submit an interim report on the human rights situation in South Sudan for discussion at the twenty-seventh session.

117. In accordance with its resolution 26/31, the Human Rights Council will hold a panel discussion on the human rights situation in South Sudan (see annex).

Deeply concerned at the human rights situation in South Sudan and at reports of atrocities committed since the outbreak of violence on 15 December 2013, including the targeted killing of civilians and mass displacements, and allegations of unlawful recruitment and use of child soldiers, widespread incidents of arbitrary arrest and detention, and sexual violence,

19. the human rights situation in South Sudan during the 2012/13 period will continue to be extremely challenging, given the limited capacities of the Government to provide civilian-led rule of law institutions and the use of military force for many police and rule of law functions, combined with a low level of human rights awareness within the general public and grass-roots communities, and recurrent violence against women.
