The impasse was overcome after extensive consultations led by my Special Representative in the Central African Republic, which culminated in Libreville on 15 September 2008, with a Follow-up Committee of the Libreville Comprehensive Peace Agreement.

This split was reportedly provoked by Mr. Miskine's declaration, on 2 October, that he was withdrawing from both the Libreville Comprehensive Peace Agreement and the Sirte Agreement signed with the Government of the Central African Republic on 3 July, because, according to him, the Government had failed to respect the terms of those agreements.

However, the Ministry of Defence, through the National Steering Committee, a mechanism established on 20 June 2008 to manage the disarmament, demobilization and reintegration of children associated with armed groups and forces, has delayed its signature, arguing that, instead, a " comprehensive action plan " should be signed with all parties to the Libreville Comprehensive Peace Agreement.

14. The ceasefire agreement called for the cessation of hostilities by the two groups, the removal of all checkpoints, an immediate end to human rights violations, the withdrawal of all forces from the town of Bria within eight days, cantonment of troops at established sites and a commitment by CPJP to urgently sign the Libreville Comprehensive Peace Agreement.

In the light of these developments, the Peacebuilding Commission encourages all parties that participated in the inclusive political dialogue to implement the recommendations of the dialogue in a timely manner and in the spirit of national reconciliation and calls upon all politico-military groups, in particular the Front démocratique du peuple centrafricain, to sign and adhere to the Libreville Comprehensive Peace Agreement.

113. As for the disarmament, demobilization and reintegration process being implemented under the Libreville Comprehensive Peace Agreement of 21 June 2008, there has been considerable progress, since out of the 8,000 former combatants from five political-military groups who signed the Agreement, over 4,700 have already been disarmed and demobilized in the northwest of the country, with 3,558 weapons collected.
113 - أما عملية نزع السلاح والتسريح وإعادة الإدماج التي يجري تنفيذها في إطار اتفاق ليبرفيل للسلام الشامل المؤرخ 21 حزيران/يونيه 2008، فقد أحرزت تقدما ملموسا إذ تم نزع سلاح وتسريح أكثر من 700 4 من بين المقاتلين السابقين في الجماعات السياسية العسكرية الخمس التي وقعت هذا الاتفاق، البالغ عددهم 000 8 مقاتل، في شمال غرب البلد مع جمع ما يبلغ 558 3 قطعة سلاح.

25. Despite the progress made towards peace and stability in 2008, especially following the signature of the Libreville Comprehensive Peace Agreement in June 2008 and the convening of the inclusive political dialogue in December, developments in the first quarter of 2009 revealed that the peace process was not yet irreversible and, in fact, remained fragile.

48. Children remain associated with Central African armed groups that have signed the Libreville Comprehensive Peace Agreement (UFDR, FDPC and the Mouvement des libérateurs centrafricains pour la justice), as well as with CPJP and self-defence militias.
