31. The Ad Hoc Committee hoped that some of the major maritime users of the Indian Ocean, which had closely followed its deliberations, would soon participate fully in its work once again.
٣١ - إن اللجنة المخصصة تأمل أن يعود سريعا إلى اللجنة بعض المستعملين البحريين الرئيسيين للمحيط الهندي، ممن تابعوا مداولاتها عن قرب، للمشاركة في أعمالها مشاركة كاملة.

To that end, her delegation encouraged the Chairman to continue his consultations with members of the Committee, the permanent members of Security Council and the major maritime users of the Indian Ocean in order to determine the best approach to allow the work of the Committee to move forward.

The efforts to convene a United Nations Conference on the Indian Ocean in 1993 had failed, and other initiatives would meet the same fate if special attention was not given to ensuring the participation in the discussions, at an early stage, of all the permanent members of the Security Council, the major maritime users of the Indian Ocean and other members of the Committee.
فلم تكلل مساعي دعوة مؤتمر اﻷمم المتحدة المعني بالمحيط الهندي للانعقاد في عام ١٩٩٣ بالنجاح، وما لم يول اهتمام خاص لضمان مشاركة جميع أعضاء مجلس اﻷمن الدائمين، والمستعملين البحريين الرئيسيين للمحيط الهندي، وأعضاء اللجنة اﻵخرين، فإن نفس المصير سينتظر المبادرات اﻷخرى.

٣ - تكرر تأكيد اقتناعها بأن مشاركة جميع أعضاء مجلس اﻷمن الدائمين وكذلك المستعملين البحريين الرئيسيين للمحيط الهندي في أعمال اللجنة المخصصة أمر هام ومن شأنه أن يسهل كثيرا قيام حوار مفيد للجميع من أجل تعزيز السلم واﻷمن والاستقرار في منطقة المحيط الهندي؛

13. The Ad Hoc Committee remained convinced that the participation of all permanent members of the Security Council and the major maritime users in the work of the Committee was important and would assist the progress of a mutually beneficial dialogue aimed at developing conditions of peace, security and stability in the region.
١٣ - وما زالت اللجنة المخصصة على اقتناعها بأن مشاركة جميع أعضاء مجلس اﻷمن الدائمين وكذلك المستعملين البحريين الرئيسيين في أعمال اللجنة أمر هام ومن شأنه أن يساعد في إحراز تقدم في قيام حوار مفيد للجميع يرمي الى توفير ظروف يسودها السلم واﻷمن والاستقرار في المنطقة.

Reiterates its conviction that the participation of all the permanent members of the Security Council and the major maritime users of the Indian Ocean in the work of the Ad Hoc Committee is important and would greatly facilitate the development of a mutually beneficial dialogue to advance peace, security and stability in the Indian Ocean region;
٢ - تكرر تأكيد اقتناعها بأن مشاركة جميع أعضاء مجلس اﻷمن الدائمين وكذلك المستعملين البحريين الرئيسيين للمحيط الهندي في أعمال اللجنة المخصصة أمر هام ومن شأنه أن يسهل كثيرا قيام حوار مفيد للجميع من أجل تعزيز السلم واﻷمن والاستقرار في منطقة المحيط الهندئ؛

9. His delegation fully supported the participation of all the permanent members of the Security Council and the major maritime users in the work of the Committee, which would facilitate a dialogue aimed at promoting peace, stability and security in the region.
9 - ويؤيد وفده كل التأييد اشتراك جميع الأعضاء الدائمين في مجلس الأمن وكبار المستخدمين البحريين في أعمال اللجنة، مما سييسّر إجراء حوار يهدف إلى تعزيز السلام والاستقرار والأمن في المنطقة.

They had also been agreed that the permanent members of the Security Council and the major maritime users of the Indian Ocean should participate in the Committee's work.
وذكر أنها تتفق كذلك على أن من الضروري أن يشارك اﻷعضاء الدائمون في مجلس اﻷمن والمستعملون البحريون الرئيسيون للمحيط الهندي في أعمال اللجنة.

The Committee might concentrate, among other things, on measures of political, economic, scientific, technical and cultural cooperation which could be developed between States of the region and the major maritime users of the Indian Ocean.
ويمكن للجنة أن تركز، في جملة أمور، على تدابير التعاون السياسي والاقتصادي والعلمي والتقني والثقافي الذي يمكن ايجاده بين دول المنطقة والمستخدمين البحريين الرئيسيين للمحيط الهندي.

Thus, at its current session, the Committee should recommend that the General Assembly continue consultations with members of the Committee in general and with the permanent members of the Security Council and the major maritime users in particular in the context of new developments and initiatives within the region.
وفي هذا الصدد، يجدر باللجنة أن توصي الجمعية العامة هذا العام بمواصلة المشاورات مع أعضاء اللجنة ككل مع أعضاء مجلس اﻷمن الدائمين والمستخدمين الرئيسيين للمحيط الهندي بصفة خاصة، وذلك في إطار التغيرات الجديدة والمبادرات السائدة في المنطقة.
