Between May 2009 and September 2013 the programme lodged 737 criminal complaints for human rights violations committed between 1973 and 1990. The complaints concerned 1,000 victims recognized by the National Commission of Truth and Reconciliation and the National Compensation and Reconciliation Board.

The preamble of the presidential decree of 28 March 1995 setting up the National Commission of Truth and Justice constitutes a veritable key to understanding the commitment, reaffirmed by President Aristide on the occasion of the commemoration of 30 September 1991, to put an end to the culture of impunity and to respect the Haitian people's desire to make Haiti a State subject to the rule of law.

MICIVIH continued to cooperate with, and provide technical assistance to, the National Commission of Truth and Justice.

29. The Mission has given technical assistance to the National Commission of Truth and Justice in such areas as its operational aspects, working methods, work programme and budget.
