9. 9 - ينبغي العمل بشكل عاجل على إبرام صك دولي غير مشروط وملزم قانونا لضمان أمن الدول غير النووية ضد استخدام أو التهديد باستخدام الأسلحة النووية ضدها، ومن شأن هذه الضمانات دون شك أن تعمل على تعزيز أهداف معاهدة عدم الانتشار ذاتها.

Unfortunately, as there has been no tangible progress towards full nuclear disarmament, the objectives of the Treaty have not been achieved.
