In particular, the Committee regrets the lack of State-run shelters, special psychological and psychiatric assistance and professional social services and the lack of training provided to professionals working with victims of the offences covered by the Optional Protocol.

The United States delegation felt it was particularly important to achieve the widest possible acceptance for the protocol, to make it clear that it spoke for the whole of the world community and to ensure that the offences covered by the protocol could be effectively prosecuted worldwide.
