4. The view was expressed that, without seeking to duplicate the work of the Fifth Committee, the Committee on Conferences had a mandate, based on General Assembly resolution 43/222, to look at the proposed budget from the standpoint of the pattern of conferences and to make recommendations to ensure the optimum utilization of conference-servicing resources.
4 - أُعرب عن رأي مفاده أن لجنة المؤتمرات لا تسعى إلى تكرار العمل الذي تقوم به اللجنة الخامسة، ولكن منوط بها، استنادا إلى قرار الجمعية العامة 43/222 ولاية النظر في الميزانية المقترحة من زاوية خطة المؤتمرات وتقديم توصيات قصد الاستخدام الأمثل لموارد خدمات المؤتمرات.

76. Mr. Blukis (Latvia), Chairman of the Committee on Conferences, introducing that Committee's report (A/52/34 and Add.1), said that one of the most important recommendations made by the Committee to the General Assembly had been the draft calendar of conferences and meetings, which was designed to meet the needs of the Organization and ensure the optimum utilization of conference-servicing resources.

15. Moreover in paragraph 16 of section A of its resolution 52/214 of 22 December 1997, the General Assembly reiterated its request to the Committee on Conferences, in consultation with the organs concerned, to examine the cases where the utilization factor had been lower than 80 per cent for at least three sessions, with a view to making appropriate recommendations in order to achieve the optimum utilization of conference-servicing resources.

In section B, paragraph 6, of its resolution 54/248 of 23 December 1999, the General Assembly reiterated its request to the Committee on Conferences to continue to consult with those bodies that consistently utilized less than the applicable benchmark figure of their allocated resources for the past three sessions, with a view to making appropriate recommendations in order to achieve the optimum utilization of conference-servicing resources.

At its substantive session of 2000, the Committee requested its Chairperson to continue to consult on its behalf with the chairpersons of bodies that had consistently utilized less than the applicable benchmark figure (80 per cent) of their allocated resources for the past three sessions, with a view to making appropriate recommendations in order to achieve the optimum utilization of conference-servicing resources.
