7. The question of connecting the line of the outer edge of the continental margin to the 200 nautical-mile line.
7 - مسألة الربط بين خط الطرف الخارجي للحافة القارية وخط الـ 200 ميل بحري.

The continental shelf comprises the seabed and subsoil that extend beyond the territorial sea throughout the natural prolongation of its land territory to the outer edge of the continental margin, or to a distance of 200 nautical miles from the baselines where the outer edge of the continental margin does not extend up to that distance.

Two additional items, entitled " The question of connecting the line of the outer edge of the continental margin to the 200 nautical-mile line " and " Consideration of proposals to the Meeting of States Parties concerning the work of the Commission " , were proposed by members of the Commission.

This test consists in the demonstration of the fact that the natural prolongation of its land territory to the outer edge of the continental margin extends beyond a line delineated at a distance of 200 nautical miles from the baselines from which the breadth of the territorial sea is measured:

They help clarify concepts such as natural prolongation of the land territory to the outer edge of the continental margin in the geological sense of these terms, which require the consideration of tectonics, sedimentology and other aspects of geology.

Similarly, all the bathymetric and geophysical data acquired on the outer edge of the continental margin and adjacent deep sea by the world's marine research institutions and organizations are highly relevant for any State that intends to establish the outer limits of its continental shelf beyond 200 nautical miles.

4. (a) For the purposes of this Convention, the coastal State shall establish the outer edge of the continental margin wherever the margin extends beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured, by either:
٤ - )أ( ﻷغراض هذه الاتفاقية، تقرر الدولة الساحلية الطرف الخارجي للحافة القارية حيثما امتدت الحافة إلى ما يتجاوز ٢٠٠ ميل بحري من خطوط اﻷساس التي يقاس منها عرض البحر اﻹقليمي وذلك باستخدام إما:

" For the purposes of this Convention, the coastal State shall establish the outer edge of the continental margin wherever the margin extends beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured ... "
" ﻷغــراض هذه الاتفاقية، تقرر الدولة الساحلية الطرف الخارجي للحافة القارية حيثما امتدت الحافة إلى مــا يتجــاوز ٢٠٠ ميل بحري من خطوط اﻷساس التي يقاس منها عرض البحر اﻹقليمي ...، "

Although article 76 refers to the continental shelf as a juridical term, it defines its outer limit with a reference to the outer edge of the continental margin with its natural components such as the shelf, the slope and the rise as geological and geomorphological features.

(b) Taking steps to encourage other States and international research organizations to undertake research projects on the continental shelf, particularly on the outer edge of the continental margin and adjacent areas;

In cases where the outer edge of the continental margin extends beyond 200 nautical miles, the sovereign rights of the coastal State over the natural resources continue up to the limits set out in article 76 (art. 76).

The test of appurtenance is designed to determine the legal entitlement of a coastal State to delineate the outer limits of the continental shelf throughout the natural prolongation of its land territory to the outer edge of the continental margin, or to a distance of 200 nautical miles from the baselines from which the breadth of the territorial sea is measured where the outer edge of the continental margin does not extend up to that distance.

If the foot of the continental slope is very difficult to define on the basis of bathymetric data, the Commission might consider the continental-oceanic transitional (COT) zone (figs. 6.1D and 6.1F) as the place to determine the outer edge of the continental margin.
