I. Policy for admission of observers to the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services
أولاً - السياسة العامة المتبعة لقبول المراقبين في الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية

In decision IPBES-2/5, the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services established a task force on capacity-building for the period 2014 - 2018.
أنشأ الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية، بمقتضى القرار م ح د-2/5، فرقةَ عمل معنيةً ببناء القدرات للفترة 2014-2018.

I. Policy for admission of observers to the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services
أولا - السياسة العامة المتعلقة بقبول المراقبين في الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية

The following policy for admitting observers to sessions of the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) will apply:
تُطبق السياسة العامة التالية لقبول المراقبين في دورات الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية (المنبر):

At its second session, the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services adopted decision IPBES-2/5, by which it approved an ambitious work programme with a sequenced set of deliverables for the period 2014 - 2018.
1- اعتمد الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظام الإيكولوجي، في دورته الثانية، المقرر م ح د - 2/5، الذي وافق فيه على برنامج عمل طموح مع مجموعة متعاقبة من النواتج المتوخاة للفترة 2014-2018.

At its second session, the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, held in Antalya, Turkey, from 9 to 14 December 2013, adopted decision IPBES-2/1 on amendments to the rules of procedure for the Plenary with regard to rules governing the Multidisciplinary Expert Panel.
1 - اعتمد الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية، في دورته الثانية التي عقدت في أنطاليا، تركيا، في الفترة من 9 إلى 14 كانون الأول/ديسمبر 2013، المقرر م ح د - 2/1 بشأن التعديلات على النظام الداخلي للاجتماع العام فيما يتعلق بالمواد التي تنظم عمل فريق الخبراء المتعدد التخصصات.

At its second session, the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services requested the Multidisciplinary Expert Panel and the Bureau to undertake a regional scoping process for a set of regional and subregional assessments in accordance with the procedures for the preparation of the Platform's deliverables set out in the annex to decision IPBES2/3.
1 - طلب الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية في دورته الثانية من فريق الخبراء المتعدد التخصصات والمكتب الاضطلاع بعملية تحديد نطاق مجموعة من التقييمات الإقليمية ودون الإقليمية وفقاً لإجراءات إعداد نواتج المنبر المنصوص عليها في المرفق بالمقرر م ح د-2/3.

In its decision IPBES/1/2, the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services requested the secretariat to compile all comments received on the procedures for the preparation of assessments and the review, acceptance, adoption, approval and publication of reports and other deliverables and the scoping process and to prepare a document for consideration by the Multidisciplinary Expert Panel.
1 - طلب الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية إلى الأمانة في مقرر المنبر1/2، أن تجمع جميع التعليقات المقدمة بشأن الإجراءات المتبعة في إعداد تقارير التقييم وغيرها من نواتج المنبر، واستعراضها، وقبولها، واعتمادها، والموافقة عليها، ونشرها، وعملية تحديد النطاق، وأن تعد وثيقةً لكي ينظر فيها فريق الخبراء المتعدد التخصصات.

Noting that the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, at its first session, held in Bonn, Germany, from 21 to 26 January 2013, decided to request UNEP to provide the Platform's secretariat and to request the Organizations to establish an institutional link with the Platform through a collaborative partnership arrangement for the work of the Platform and its secretariat;
وإذ يلاحظون أن الاجتماع العام للمنبر الحكومي الدولي للعلوم والسياسات في مجال التنوع البيولوجي وخدمات النظم الإيكولوجية قرر، في دورته الأولى المعقودة ببون، ألمانيا، في الفترة من 21 إلى 26 كانون الثاني/يناير 2013، أن يطلب إلى برنامج الأمم المتحدة للبيئة أن يؤدي دور أمانة المنبر، وأن يطلب إلى المنظمات إنشاء رابطة مؤسسية مع المنبر عن طريق ترتيب للشراكة التعاونية لإنجاز عمل المنبر وأمانته؛()
