While the International Covenant on Economic, Social and Cultural Rights provides for the progressive realization of economic, social and cultural rights and recognizes the problems arising from limited resources, it imposes on States parties the specific and continuing obligation, even where resources are inadequate, to " strive to ensure the widest possible enjoyment of the relevant rights under the prevailing circumstances " .

The sentence is similar to the wording used in the International Covenant on Economic, Social and Cultural Rights and the Committee entirely concurs with the Committee on Economic, Social and Cultural Rights in asserting that " even where the available resources are demonstrably inadequate, the obligation remains for a State party to strive to ensure the widest possible enjoyment of the relevant rights under the prevailing circumstances ... " .

Thus, inaction cannot be justified by sole reliance on external support and they must at least bear the burden of demonstrating that they have made all possible efforts, to the best of their ability, to ensure the widest possible enjoyment of the relevant rights under the prevailing circumstances, in particular for the most disadvantaged and marginalized members or groups of society.
