The measures identified are intended, on the one hand to increase the reliability of munitions, and, on the other hand to find an easier way of dealing with them, where necessary, in case they become ERW.

8. Two significant factors that can have a negative impact on the reliability of munitions, aside from environmental factors are:

She welcomed the conclusion of the protocol on explosive remnants of war, which addressed the corrective side of the problem, and stressed the need to turn now to the preventive side by developing weapons-specific measures to improve the reliability of munitions.

Since the 1950s, a system had been developed and implemented in the Russian Federation to ensure the reliability of munitions at all stages of their life cycle, beginning at the design stage, and in all possible conditions of storage, handling and use.

The most effective way forward therefore would be to establish general principles that were universally applicable to munitions likely to produce explosive remnants of war, such as the principle of the user's responsibility for clearance, and to take steps to improve the reliability of munitions.
وإن أكثر الطرق فعالية هي من ثم إرساء مبادئ عامة تنطبق انطباقاً عالمياً على الذخائر المرجح أن تنتج عنها متفجرات من مخلفات الحرب، مثل المبدأ الذي يقضي بأن يكون المستخدم لها مسؤولاً عن إزالتها، واتخاذ خطوات لزيادة موثوقية الذخائر.

Mr. GARD (Vietnam Veterans of America Foundation) said that the only practical way of bringing about a substantial reduction in the numbers of explosive remnants of war was to improve the reliability of munitions.

24. Good munitions management can lead to improved military effectiveness. First, the discipline required for good munitions management can lead to more effective Armed Forces. Second, if the reliability of munitions is maintained through better munitions management, users of those munitions will need to use fewer of them to achieve the same results.
24- ويمكن لإدارة الذخيرة الجيدة أن تؤدي إلى تحسين الفعالية العسكرية، فأولاً قد يؤدي الانضباط اللازم للإدارة الجيدة إلى قوات مسلحة أكثر فعالية، وثانياً فإذا حفظت موثوقية الذخائر نتيجة الإدارة الأفضل لها فإن مستخدميها لن يحتاجون إلا إلى استخدام كمية أقل منها لبلوغ النتائج نفسها.

1. At the previous meeting of the Group of Governmental Experts, held in March, in the paper entitled " Perspectives 2005 " , the Chairperson of the Meeting of Military and Technical Experts on Explosive Remnants of War (ERW) offered an opportunity to organize work on preventive technical measures which are both relevant and feasible for reaching the goal of improving the reliability of munitions.
1- في الاجتماع السابق لفريق الخبراء الحكوميين، الذي عُقد في آذار/مارس، عرض رئيس اجتماع الخبراء العسكريين والتقنيين المعني بالمتفجرات من مخلفات الحرب، في الورقة المعنونة " الآفاق المرتقبة لعام 2005 " ، تنظيم الأعمال المتعلقة بالتدابير التقنية الوقائية، والتي تعدّ مهمة وقابلة للتنفيذ معاً، توخياً لتحقيق هدف تحسين موثوقية الذخائر.
