١٧ - وفي ضوء ما تقدم، تحتاج الاجراءات الحالية إلى التنقيح على نحو تتلافى فيه حدوث الحالات التي يمتنع فيها على اﻷمين العام اتخاذ إجراء فوري بسبب تأخيرات و/أو قيود مالية كان القرار المتعلق بالنفقات غير المنظورة والاستثنائية قد توخى تلافيها أساسا.

21. In the light of the above, the Secretary-General recommends that the General Assembly decide that the resolution on unforeseen and extraordinary expenses should in future reflect the following:
٢١ - وفي ضوء ما تقدم، يوصي اﻷمين العام بأن تقرر الجمعية العامة بأن يعكس القرار المتعلق بالنفقات غير المنظورة والاستثنائية في المستقبل ما يلي:

The terms of the resolution on unforeseen and extraordinary expenses could be amended to include providing a commitment authority also for urgent requirements in the area of human rights, within a specified limit, on the same basis as for the maintenance of peace and security.
ويمكن تعديل أحكام القرار المتعلق بالنفقات غير المنظورة والاستثنائية لتشمل منح سلطة الدخول في التـزامات أيضا لتلبية الاحتياجات العاجلة في مجال حقوق الإنسان، في حدود مضبوطة، على الأساس نفسه المتعلق بصون السلام والأمن الدوليين.

23. It is the intention of the Secretary-General to provide the Advisory Committee post facto with a quarterly report on the use of the Secretary-General's own commitment authority, in addition to the annual reporting on the resolution on unforeseen and extraordinary expenses to the General Assembly.
٢٣ - ويعتزم اﻷمين العام تزويد اللجنة الاستشارية، بعد وقوع الفعل، بتقرير ربعي عن استخدام سلطة الالتزام التي يتمتع بها، بالاضافة إلى التقرير السنوي الذي يقدمه إلى الجمعية العامة بشأن القرار المتعلق بالنفقات غير المنظورة والاستثنائية.

The report of the Secretary-General was submitted pursuant to the request of the Advisory Committee, in paragraph 9 of its report A/58/604, for a review by the Secretariat of the adequacy of the provisions of the resolution on unforeseen and extraordinary expenses relating to expenses certified by the President of the International Court of Justice.

6. On the basis of changing requirements in the activities of the International Court of Justice, the specific expenses and corresponding resource ceilings certified by the President of the Court under the resolution on unforeseen and extraordinary expenses have varied from biennium to biennium.
6 - بناء على التغيرات التي تطرأ في الاحتياجات المتعلقة بأنشطة محكمة العدل الدولية، تتفاوت النفقات المحددة والحدود القصوى المناظرة من الموارد التي يشهد رئيس المحكمة أنها تتصل بنفقات معينة بموجب القرار المتعلق بالنفقات غير المنظورة والاستثنائية من فترة سنتين إلى أخرى.

10. This component of the resolution, after having been excluded from the resolution for the biennium 1986-1987, was reinstated in the resolution on unforeseen and extraordinary expenses by a decision of the General Assembly in its resolution 48/229 of 23 December 1993.

15. The Secretary-General has, therefore, taken measures to ensure that special political missions, whose extensions occur with regularity, do not continue to be financed under the provisions of the resolution on unforeseen and extraordinary expenses.
