The plan is based, as a general principle, on the tolerant values of the teachings of the revealed religions and on Arab and international charters, including:

Islam calls for dialogue — indeed, all the revealed religions call for dialogue — and all of these religions abhor and renounce violence and injustice, because injustice begets hatred.
واﻹسلام يدعو، بل كل اﻷديان السماوية تدعو للحوار، ونبذ العنف والظلم، ﻷن الظلم يولد الكراهية.

1. Diverting the revealed religions from the essence of their message and impressing their doctrines into the service of political aims;
أولا: الانحراف بالأديان السماوية عن جوهر رسالتها والزج بعقائدها في خدمة أغراض سياسية.

Based on this premise, the State grants the followers of all denominations of the revealed religions the freedom to practise their religion and to establish their own places of worship without any interference or restrictions, subject only to the maintenance of public order.

Those conferences were held in Khartoum with the participation of religious leaders from various parts of the world. The conferences adopted recommendations that called for the peaceful coexistence of the adherents of the revealed religions which came from one and the same God.
هذه الخصائص أهلت السودان أن يستضيف مؤتمرين دوليين لحوار اﻷديان، عقدا في الخرطوم وشاركت فيهما قيادات دينية من مختلف بقاع العالم، خرجت بتوصيات دعت إلى التعايش السلمي بين اﻷديان السماوية التي جاءت من رب واحد.

Fortunately, the various Conference participants reached out in order to draw, from among the lofty principles vouchsafed in the revealed religions, the principle of desiring to instil a spirit of love, appreciation, reverence and piety in the souls of the members of each generation towards their parents and older persons.
والحمد الله أن امتدت أطراف المشاركين في هذا المؤتمر لتتناول من المبادئ السامية المصونة في الأديان السماوية مبدأ الحرص على إضفاء روح المحبة والتقدير والإجلال والبر في نفوس الأجيال تجاه آبائهم وكبار السن.

56. The Criminal Code of Qatar in article 256 criminalizes all acts and actions related to denigrating or insulting the deity by any means; making insulting, disparaging or blasphemous remarks about the Koran; making insulting remarks about Islam or an Islamic ritual; defaming any of the revealed religions; insulting the prophet of a religion; or desecrating places of worship of a revealed religion or any object found in that place.
56 - وفي المادة 256، يجرم القانون الجنائي لقطر جميع الأفعال والإجراءات المتعلقة بالتطاول على الذات الإلهية أو الطعن فيها بأي وسيلة كانت؛ أو بالإساءة إلى القرآن أو الاستخفاف به أو تدنيسه؛ أو الإساءة إلى الدين الإسلامي أو إحدى شعائره؛ أو سب أحد الأديان السماوية؛ أو سب أحد الأنبياء؛ أو تدنيس أماكن العبادة الخاصة بأحد الأديان السماوية أو أي شيء من محتوياتها.

25. Mr. Saeed (Sudan) said that racism, racial discrimination and xenophobia, especially towards migrants, refugees and ethnic minorities, were deeply disturbing. Cultural or ethnic supremacism and efforts to destroy the " other " were completely contrary to the teachings of the revealed religions and humanitarian principles.
25- السيد سعيد (السـودان): قال إن ثمة قلق بالغ من جراء العنصرية والتمييز العنصر وكراهية الأجانب، ولا سيما فيما يتصل بالمهاجرين واللاجئين والمنتمين إلى أقليات عرقية؛ وظواهر التفوق الثقافي أو العرقي والجهود الرامية إلى تحطين الآخرين تتعارض تماما مع تعليمات الأديان السماوية والمبادئ الإنسانية.
