The Chairman suggested that the Committee should recommend to the General Assembly that it should take note of the revised estimates arising from the effect of changes in rates of exchange and inflation on the proposed budgets of both the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia for the biennium 2008-2009.

وقد نظـرت في تقارير الأمين العام عن تمويل المحكمة الدولية لمحاكمة الأشخاص المسؤولين عن الانتهاكات الجسيمة للقانون الإنساني الدولي التي ارتكبت في إقليم يوغوسلافيا السابقة منذ عام 1991 لفترة السنتين 2006-2007()، وعن الاحتفاظ بالموظفين والمسائل المتعلقة بإرث المحكمتين()، وعن التقديرات المنقحة الناتجة عن الآثار المترتبة على تغير أسعار الصرف ومعدلات التضخم()،

In order to strengthen various components of OIOS, a number of general temporary assistance positions, which had previously been approved in the context of the revised estimates arising from the implementation of the 2005 World Summit Outcome, had been proposed for conversion to established posts.

In that connection, the Advisory Committee recalled that paragraph 11 of annex I to General Assembly resolution 41/213 stated that the revised estimates arising from the impact of extraordinary expenses, including those relating to the maintenance of peace and security, should not be covered by the contingency fund.
وبهذا الصدد، أشارت اللجنة الاستشارية الى أن الفقرة ١١ من المرفق اﻷول لقرار الجمعية العامة ٤١/٢١٣ ذكرت أن التقديرات المنقحة الناشئة عن أثر النفقات الاستثنائية، بما فيها تلك المتصلة بصون السلم واﻷمن، ينبغي ألا تغطى من صندوق الطوارئ.

1. Takes note of the reports of the Secretary-General on the financing of the International Criminal Tribunal for Rwanda for the biennium 2008 - 2009, and on the revised estimates arising from the effects of changes in rates of exchange and inflation;

8. The Secretary-General has proposed that hereafter the revised estimates arising from the adoption of the resolutions and decisions by the Human Rights Council should be presented annually to the General Assembly at its main session (ibid., para. 98).
