18. While recognizing that means of implementing the right to food at the national level inevitably vary from one State party to another, the Committee considers that States parties should develop a national strategy to ensure food and nutrition security for all, based on human rights principles.

In September 2006, the team of the Special Rapporteur participated in an expert seminar on the implementation of the right to food at the national level, organized by FIAN, FAO and the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, in the context of the twentieth anniversary of FIAN International.
