1. The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary-General on the Development Account (A/52/1009) submitted pursuant to General Assembly resolution 52/235 of 26 June 1998.
١ - نظرت اللجنة الاستشارية لشؤون اﻹدارة والميزانية في تقرير اﻷمين العام عن حساب التنمية (A/52/1009) المقدم عملا بقرار الجمعية العامة ٥٢/٢٣٥.

The European Union had taken note of the additional information provided in the report of the Secretary-General on the Development Account: modalities for operating the Account (A/53/945).

6. The performance criteria for financing project proposals from the Development Account are indicated in the report of the Secretary-General on the Development Account (A/52/1009).

3. For its consideration of the question, the Committee had before it the report of the Secretary-General on the Development Account: modalities for operating the Account (A/53/945) and the related thirteenth report of the Advisory Committee on Administrative and Budgetary Questions (A/53/7/Add.12).

Also, he wished to know whether the reformulated projects would be among the proposals to be considered by the Committee for Programme and Coordination in June, in accordance with the proposed timetable contained in the report of the Secretary-General on the Development Account: modalities for operating the Account (A/53/945, annex I a).

24. In the report of the Secretary-General on the Development Account: modalities for operating the Account (A/53/945), expenditure of $40 million had been projected for the biennium 2002–2003, assuming productivity gains of the same magnitude during the preceding biennium.
٢٤ - وفي تقرير اﻷمين العام عن حساب التنمية: طرائق تشغيل الحساب )A/53/945(، أسقطت نفقات بمبلغ ٤٠ مليون دولار لفترة السنتين ٢٠٠٢-٢٠٠٣ بناء على افتراض تحقق مكاسب إنتاجية تماثل في الحجم ما تحقق في فترة السنتين السابقة.

Development Account The General Assembly decides to defer consideration of the proposals contained in the reports of the Secretary-General on the Development Account A/52/1009 and A/53/374.

30. The Advisory Committee’s report on the support account should be available by the time that the Fifth Committee began its substantive work, as should its comments on the report of the Secretary-General on the Development Account (A/52/1009).
٠٣ - وأضاف أنه ينبغي أن يكون تقرير اللجنة الاستشارية عن حساب الدعم متوافرا بحلول الوقت الذي تبدأ فيه اللجنة الخامسة أعمالها الفنية، شأنه في ذلك شأن تعليقات اللجنة على تقرير اﻷمين العام عن حساب التنمية )A/52/1009(.

4. As indicated in paragraph 6 of the report, the projects proposed for funding by the Development Account have been developed on the basis of the performance criteria indicated in the report of the Secretary-General on the Development Account (A/53/7/Add.1), in which it indicated that it would take up the annexes in document A/52/1009 in the context of its consideration of document A/53/374.
٤ - وكما جاء في الفقرة ٦ من التقرير، وضعت المشاريع المقترح تمويلها من حساب التنمية استنادا إلى معايير اﻷداء المبينة في تقرير اﻷمين العام عن حساب التنمية )A/52/1009(. وتشير اللجنة الاستشارية إلى الفقرة ٢ من تقريرها عن حساب التنمية )A/53/7/Add.1(، الذي ذكرت فيه أنها ستتناول مرفقات الوثيقة A/52/1009 في سياق نظرها في الوثيقة A/53/374.

Mr. Connor (Under-Secretary-General for Management), introducing the report of the Secretary-General on the Development Account: modalities for operating the Account (A/53/945), said that the report addressed a number of issues raised at previous meetings of the Committee, including the timing of the identification of productivity gains and the spending of the resources thus released before the programme budget appropriation lapsed.

21. Mr. Kabir (Bangladesh), introduced draft decision A/C.5/53/L.34 concerning the development account whereby the General Assembly would decide to defer consideration of the proposals contained in the reports of the Secretary-General on the Development Account and the related recommendations of the Advisory Committee on Administrative and Budgetary Questions to the first part of its resumed fifty-third session.

In order to regularize the operation of the Account, it would be necessary to establish a special multi-year account for supplementary development activities, as proposed in the report of the Secretary-General on the Development Account: modalities for operating the Account (A/53/945) and endorsed in the related report of the Advisory Committee on Administrative and Budgetary Questions (A/53/7/Add.12).
وأضاف أنه لاستدامة تشغيل الحساب، يلـزم إنشاء حساب خــاص متعــدد السنوات لﻷنشطـة اﻹنمائيـة التكميلية، على نحو ما اقترح في تقرير اﻷمين العام بشأن حساب التنمية: طرائق تشغيل الحساب )A/53/945( وجرى تأييده في التقرير ذي الصلة للجنة الاستشارية لشؤون اﻹدارة والميزانية )A/53/7/Add.12(.
