63. The General Assembly called upon the Government to end the systematic forced displacement of large numbers of persons within their country and the violence contributing to refugee flows into neighbouring countries, and to respect ceasefire agreements.
63- وأهابت الجمعية العامة بالحكومة أن تنهي التشريد القسري المنتظم لأعداد كبيرة من الأشخاص داخل بلدهم والعنف الذي يسهم في نزوح اللاجئين إلى البلدان المجاورة، وأن تحترم اتفاقات وقف إطلاق النار(141).

" (d) To end the systematic forced displacement of persons and other causes of refugee flows to neighbouring countries, to provide the necessary protection and assistance to internally displaced persons, in cooperation with the international community, and to respect the right of refugees to voluntary, safe and dignified return monitored by appropriate international agencies;
" (د) أن تنهي التشريد القسري المنتظم للأشخاص والأسباب الأخرى لتدفق اللاجئين إلى البلدان المجاورة، وأن توفر الحماية والمساعدة الضروريتين للمشردين داخليا، بالتعاون مع المجتمع الدولي، وأن تحترم حق اللاجئين في العودة الطوعية بأمان وكرامة تحت رقابة الوكالات الدولية الملائمة؛

" (h) To take urgent measures to put an end to the military operations targeting civilians in the ethnic areas, and to the associated violations of human rights and humanitarian law against persons belonging to ethnic nationalities, to end the systematic forced displacement of large numbers of persons and other causes of refugee flows to neighbouring countries and to respect existing ceasefire agreements;
" (ح) أن تتخذ تدابير عاجلة لإنهاء العمليات العسكرية التي تستهدف المدنيين في مناطق الطوائف العرقية وما يقترن بذلك من انتهاكات لحقوق الإنسان والقانون الإنساني ترتكب ضد الأشخاص المنتمين إلى قوميات عرقية، وأن تنهي التشريد القسري المنتظم للأعداد الكبيرة من الأشخاص والأسباب الأخرى لتدفق اللاجئين إلى البلدان المجاورة، وتحترم اتفاقات وقف إطلاق النار القائمة؛

(ح) أن تتخذ تدابير عاجلة لوضع حد للعمليات العسكرية التي تستهدف المدنيين في المناطق التي تعيش فيها أقليات عرقية وما يقترن بها من انتهاكات لحقوق الإنسان والقانون الإنساني ترتكب ضد الأشخاص المنتمين إلى قوميات عرقية، وأن تنهي التشريد القسري المنتظم للأعداد الكبيرة من الأشخاص والأسباب الأخرى لتدفق اللاجئين إلى البلدان المجاورة، وأن تحترم اتفاقات وقف إطلاق النار القائمة؛

(j) To put an end to the causes of the systematic forced displacements of persons and the flow of refugees to neighbouring countries and create adequate conditions for their safe and voluntary return and complete reintegration, to allow humanitarian personnel safe and unhindered access to assist their return and reintegration, and to address the problems of trafficking of women and children, especially in the border area;
(ي) وضع حد لأسباب الترحيل القسري المنتظم للأشخاص وتدفق اللاجئين إلى البلدان المجاورة، وتهيئة الظروف المواتية لعودتهم الطوعية والآمنة وإعادة إدماجهم، وتمكين العاملين في مجال المساعدة الإنسانية من الوصول بصورة آمنة ودون أية عوائق لمساعدة هؤلاء الأشخاص في العودة وإعادة الاندماج، ومعالجة مشاكل الاتجار بالنساء والأطفال، ولا سيما في المناطق الحدودية؛
