The Vienna Declaration and Programme of Action had given expression to the principle that the right to self-determination could not authorize any action that would impair the territorial integrity or political unity of a sovereign State, whose Government represented the whole population without distinction of any kind.
وقد عبر اعلان وبرنامج عمل فيينا عن المبدأ القائل بأن الحق في تقرير المصير لا يمكن أن يجيز أي عمل يمس السلامة الاقليمية أو الوحدة السياسية لدولة ذات سيادة، تمثل حكومتها الشعب بكامله دون تمييز من أي نوع كان.

The Declaration on the occasion of the Fiftieth Anniversary of the United Nations also reiterates that the principle of self-determination is not to be construed as authorizing or encouraging any action that would dismember or impair totally or in part the territorial integrity or political unity of sovereign independent States.
