The Russian Federation will continue to develop its cooperation with the thematic special procedures of the Human Rights Council in order to achieve better compliance with its human rights obligations.

It is encouraging that, as of 1 August 2002, 39 States had extended a standing invitation to the thematic special procedures of the Commission.1 It is regrettable, however, that at the fifty-eighth session the Commission generally shied away from taking steps that would have strengthened protection for individuals living in serious distress.
