Requests the Executive Director to include in the programme of work, beginning with the biennium 2006-2007, regional annexes identifying the percentage of the budget of the Environment Fund from each of the Divisions that will be implemented at the regional level, and to present this for a decision at the twenty-third session of the Governing Council/ Forum.

3. Also decides that, in accordance with rules 1, 2 and 4 of its Rules of Procedure, the twenty-third session of the Governing Council/Global Ministerial Environment Forum will be held in Nairobi from 21 to 25 February 2005,
