6. The host country may wish to provide that, subject to the approval of the contracting authority, the concessionaire may issue and enforce rules governing the use of the facility.

As an alternative, the law could generally provide that concessions may be awarded for the purpose of entrusting an entity, private or public, with the obligation to carry out infrastructure works and deliver certain public services, in exchange for the right to charge a price for the use of the facility or premises or for the service or goods it generates, or for other payment or remuneration agreed to by the parties.
