Here, we stress that, in ecosystem management, the rights of coastal States should be respected within their areas of jurisdiction.
وهنا نشدد على أنه ينبغي احترام حقوق الدول الساحلية في إدارة النظم الإيكولوجية داخل المناطق الخاضعة لولايتها.

" 2. To put in place adequate laws, regulations and administrative procedures to exercise effective control over the production of small arms and light weapons within their areas of jurisdiction and over the export, import, transit or retransfer of such weapons, in order to prevent unauthorized manufacture of and illicit trafficking in small arms and light weapons, or their diversion to unauthorized recipients. "
" 2 - وضع قوانين وأنظمة وإجراءات إدارية ملائمة لممارسة الرقابة الفعالة على إنتاج الأسلحة الصغيرة والأسلحة الخفيفة في المناطق الخاضعة لولايتها القضائية وعلى تصدير هذه الأسلحة أو استيرادها أو عبورها أو نقلها، من أجل منع التصنيع غير المأذون به للأسلحة الصغيرة والأسلحة الخفيفة والاتجار غير المشروع بها، أو تحويل اتجاهها إلى متلقين غير مأذون لهم بها " .

(h) The independence of regulatory agencies to make decisions in their areas of jurisdiction significantly enhances the transparency and credibility;
(ح) تساعد استقلالية الوكالات التنظيمية لكي تتخذ قراراتها بحرية في مجالات اختصاصها على زيادة تعزيز الشفافية والمصداقية؛

Section II, paragraphs 2, 3, 11, 12, and 14, on national measures to combat the proliferation of small arms and light weapons, requests United Nations States Members to introduce laws, regulations and administrative procedures allowing effective control over the transportation, production, export, import, transit or retransfer of small arms and light weapons in their areas of jurisdiction.
ويطلب برنامج العمل في فقراته 2 و 3 و 11 و 12 و 14 من الفرع ثانيا المتعلق بالتدابير الوطنية للكفاح ضد انتشار الأسلحة الصغيرة والأسلحة الخفيفة، إلى الدول الأعضاء في الأمم المتحدة وضع قوانين ولوائح وإجراءات إدارية تتيح ممارسة رقابة فعالة على امتلاك أو إنتاج أو تصدير أو استيراد أو النقل العابر أو إعادة التصدير للأسلحة الصغيرة والأسلحة الخفيفة في مناطق تدخل في نطاق ولايتها القضائية.

3. To adopt and implement, in the States that have not already done so, the necessary legislative or other measures to establish as criminal offences under their domestic law the illegal manufacture, possession, stockpiling and trade of small arms and light weapons within their areas of jurisdiction, in order to ensure that those engaged in such activities can be prosecuted under appropriate national penal codes.
3 - قيام الدول التي لم تفعل بعد بـاتخـــاذ وتنفيـــذ التشريعات الضرورية والتدابير الأخرى التي تقضي باعتبار التصنيع غير المشروع للأسلحة الصغيرة والأسلحة الخفيفة وحيازتها وتخزينها والتجارة فيها داخل نطاق ولايتها القضائية فعلا إجراميا بموجب قوانينها الداخلية، حتى تضمن إمكانية مثول المتورطين في هذه الأنشطة أمام العدالة وفقا للقوانين الجنائية الوطنية المناسبة وتتيقن من حدوث ذلك.
