Parties not included in Annex I to the Convention expressed readiness to advance the preparation of their initial communications, taking into account Article 4.3, 4.5 and 4.7 of the Convention and paragraph 2 (b) of the Berlin Mandate, in order to supplement their sustainable development.
وأعربت اﻷطراف غير المدرجة في المرفق اﻷول من الاتفاقية عن استعدادها للمضي قدما في إعداد بلاغاتها اﻷولية مع مراعاة المواد ٤-٣ و٤-٥ و٤-٧ من الاتفاقية والفقرة ٢)ب( من الولاية المعتمدة في برلين بغية تعزيز تنميتها المستدامة.

At its second session, by its decision 10/CP.2, paragraph 1 (b), the COP requested the secretariat to make available to the SBI, at each of its sessions, details of the financial support provided by the GEF to non-Annex I Parties for the preparation of their initial communications.
١٢- رجا مؤتمر اﻷطراف في دورته الثانية من اﻷمانة، بموجب مقرره ٠١/م أ-٢، الفقرة ١)ب(، أن توفر للهيئة الفرعية للتنفيذ، في كل دورة من دوراتها، تفاصيل الدعم المالي المتاح من مرفق البيئة العالمية لﻷطراف غير المدرجة في المرفق اﻷول للاتفاقية لغرض إعداد بلاغاتها اﻷولية.

18. The SBI may wish to reiterate its request to Parties not included in Annex I to the Convention to nominate focal points for the preparation of their initial communications.

At its second session, by its decision 10/CP.2, paragraph 1(b), the COP requested the secretariat to make available to the SBI, at each of its sessions, details of the financial support provided to non-Annex I Parties by the GEF for the preparation of their initial communications (see FCCC/CP/1996/15/Add.1).

on initial national communications At its second session, by its decision 10/CP.2, paragraph 1 (a), the COP requested the secretariat, in accordance with Article 8.2(c), to facilitate assistance to Parties, particularly developing country Parties, in the preparation of their initial communications and to provide a report to the SBI and the SBSTA at each of their sessions.
٠٢- رجا مؤتمر اﻷطراف في دورته الثانية من اﻷمانة، بموجب مقرره ٠١/م أ-٢، الفقرة ١)أ(، أن تقوم وفقاً للمادة ٨-٢)ج( بتيسير تقديم المساعدة إلى اﻷطراف، ولا سيما اﻷطراف من البلدان النامية، في إعداد بلاغاتها اﻷولية وأن تقدم تقريراً عن ذلك إلى الهيئة الفرعية للتنفيذ والهيئة الفرعية للمشورة العلمية والتكنولوجية في كل دورة من دوراتهما.

Forums, workshops and training, as well as sharing of information, would also build capacity in the least developed countries to enable them to submit their initial communications in a similar time frame as other Parties not included in Annex I. The availability of all communications within an agreed time-frame, and comparability of information, is important for consideration of the communications.
كما أن اقامة المحافل وحلقات التدارس والتدريب بالاضافة إلى تقاسم المعلومات أمور ستؤدي إلى بناء القدرات في أقل البلدان نموا لتمكينها من تقديم بلاغاتها اﻷولى في إطار زمني مماثل لﻹطار الزمني لﻷطراف اﻷخرى غير المدرجة في المرفق اﻷول. وتوافر جميع البلاغات خلال اطار زمني متفق عليه وإمكانية المقارنة بين المعلومات أمران مهمان للنظر في البلاغات.

The Ad Hoc Group on the Berlin Mandate (AGBM), at its second session, noted the readiness of Parties not included in Annex I to the Convention to advance the preparation of their initial communications, taking into account Article 4.3, 4.5, and 4.7 of the Convention and paragraph 2 (b) of decision 1/CP.1 (the Berlin Mandate), in order to supplement their sustainable development.
٤- ولاحظ الفريق المخصص للولاية المعتمدة في برلين، في دورته الثانية، استعداد اﻷطراف غير المدرجة في المرفق اﻷول للاتفاقية للمضي قدما في إعداد بلاغاتها اﻷولى مع مراعاة المادة ٤-٣ و٤-٥ و٤-٧ من الاتفاقية والفقرة ٢)ب( من المقرر ١/م أ-١ )الولاية المعتمدة في برلين(، بغية تعزيز تنميتها المستدامة.
