To overcome challenges concerning the application of article 9 of the Convention, it was agreed at the Cartagena Summit that States Parties that have not developed national implementation measures will, as a matter of urgency, develop and adopt legislative, administrative and other measures in accordance with article 9 to fulfil their obligations under this Article and thereby contributing to full compliance with the Convention.
