12. These recommendations are addressed to the Secretary-General through the High Commissioner.

The Secretary-General has repeatedly been requested by the General Assembly and the Commission to provide necessary assistance, through the High Commissioner for Human Rights, to Governments in the region for the establishment of such regional arrangements.

In its resolution 49/201 of 23 December 1994, the General Assembly requested the Secretary-General, through the High Commissioner and the Centre for Human Rights, to take appropriate steps for the urgent establishment, in conjunction with the International Civilian Mission to Haiti, of a special programme of assistance to the Government and people of that country in their efforts to ensure the observance of human rights.
٤٨ - ورجت الجمعية العامة، في قرارها ٤٩/٢٠١ المؤرخ في ٢٣ كانون اﻷول/ديسمبر ١٩٩٤ من اﻷمين العام أن يقوم، عن طريق المفوض السامي ومركز حقوق اﻹنسان، باتخاذ اﻹجراءات المناسبة من أجل اﻹسراع، بالاشتراك مع البعثة المدنية الدولية لدى هايتي، في إقامة برنامج خاص لتقديم المساعدة الى حكومة البلد المذكور وشعبه، في جهودهم الرامية الى ضمان مراعاة حقوق اﻹنسان.

In particularly critical situations, it was possible to establish a continuous presence of human rights specialists in the field to gather information at first hand and transmit it to the experts concerned and, through the High Commissioner for Human Rights, to the Secretary-General, the Security Council, the General Assembly and any other relevant international institution.

In the context of the transition in Haiti, the General Assembly, in its resolution 49/201, requested the Secretary-General, through the High Commissioner and the Centre for Human Rights, to take appropriate steps for the urgent establishment, in conjunction with the International Civilian Mission to Haiti, of a special programme of assistance to the Government and people of Haiti in their efforts to ensure the observance of human rights.
٤٣- وفي سياق الانتقال إلى الديمقراطية في هايتي، طلبت الجمعية العامة، في قرارها ٤٩/٢٠١، إلى اﻷمين العام أن يتخذ، عن طريق المفوض السامي ومركز حقوق اﻹنسان، الخطوات المناسبة للاضطلاع، على سبيل الاستعجال وبالاشتراك مع البعثة المدنية الدولية في هايتي، بوضع برنامج خاص لمساعدة حكومة هايتي وشعبها في الجهود التي يبذلانها لضمان احترام حقوق اﻹنسان.
