That, Latin America and the Caribbean is the first densely-populated region of the world to consolidate its political decision of banning nuclear weapons by means of the full enforcement of the Tlatelolco Treaty;

The Tlatelolco Treaty freed Latin America and the Caribbean from the temptation of nuclear weapons and has served as an example for the establishment of other nuclear-weapon-free areas throughout the world.
وقد حررت معاهدة تلاتيلولكو منطقة أمريكا اللاتينية والكاريبي من إغراء الأسلحة النووية وكانت مثالاً يحتذى به لإنشاء مناطق أخرى خالية من الأسلحة النووية في جميع أرجاء العالم.

Without doubt, the subsequent adoption of the Tlatelolco Treaty in 1967, which declared Latin America and the Caribbean to be a nuclear-weapon-free zone, constituted the first link in the chain.

9. The Movement welcomes the ratification by Cuba of the Tlatelolco Treaty.

They welcomed the ratification by Cuba of the Tlatelolco Treaty which, by making all the Latin American and Caribbean States Parties to the Treaty, brought it into full force in its area of application.
كما رحبوا بتصديق كوبا على معاهدة تلاتيلولكو التي بلغت تنفيذها الكامل في مجال تنفيذها وذلك بعد أن أصبحت كل دول أمريكا اللاتينية والكاريبي أطرافا في هذه المعاهدة.

Finally, stressing the importance of the universality of the NPT, we welcome the recent accession of Cuba to the Treaty and its ratification of the Tlatelolco Treaty.

These decisions contribute to the universalization of the NPT and have the important effect of now bringing all Latin American and Caribbean countries into the Tlatelolco Treaty, which established the first nuclear-weapon-free zone in an inhabited area of the world.

The Movement also welcomes Mongolia's nuclear-weapon-free status, Cuba's ratification of the Tlatelolco Treaty and the ongoing consultations between the Association of South-East Asian Nations (ASEAN) and the nuclear-weapon States on the Protocol to the South-East Asia Nuclear-Weapon-Free-Zone Treaty.

This estimable initiative adds to the efforts of Latin America and the Caribbean to foster a world free of nuclear weapons, efforts that were launched with the signing and ratification of the Tlatelolco Treaty.
هذه المبادرة الجديرة بالاحترام هي إضافة إلى الجهود التي تبذلها أمريكا اللاتينية ومنطقة الكاريبي لتحقيق عالم خال من اﻷسلحة النووية، والتي بدأت بالتوقيع على معاهدة تلاتيلولكو والتصديق عليها.

In return, they ought to be accorded legally binding assurances — such as those given under Protocol II of the Tlatelolco Treaty — to the effect that, pending the achievement of nuclear disarmament, their national security will not be endangered through the use or threat of use of nuclear weapons.
