Such exceptions can occur when, following a uniting of two or more States, a treaty becomes applicable to a part of the territory of the unified State to which it did not apply at the date of the succession of States.

This could be the case, in particular, of a reservation the application of which was already limited to a part of the territory of the State that formulated it, or a reservation that specifically concerns certain institutions belonging only to that State.
