3. A State or entity referred to in article 3 may express its consent to be bound by this Agreement by:
٣ - يجوز ﻷي دولة أو كيان تشير اليه المادة ٣ الاعراب عن قبول الالتزام بهذا الاتفاق عن طريق:

CONSENT TO BE BOUND No State or regional economic integration organization may establish its consent to be bound by this Agreement, unless it has previously established or establishes at the same time its consent to be bound by the Protocol.
1- لا يجوز لأية دولة أو منظمة تكامل اقتصادي إقليمية أن تعلن قبولها الالتزام بهذا الاتفاق ما لم تكن قد أعلنت سابقاً، أو ما لم تعلن في نفس الوقت، قبولها الالتزام بالبروتوكول.

In the event of the notification referred to in paragraph 4 above, consent to be bound by this Agreement shall be established in accordance with paragraph 2 (c) above.
5- في حال تقديم الإخطار المشار إليه في الفقرة 4 أعلاه، يتم إثبات قبول الالتزام بهذا الاتفاق وفقاً للفقرة 2(ج) أعلاه.

2. In the event of such notification, consent to be bound by this Agreement shall be established in accordance with article 4, paragraph 3 (b).
٢ - في حال توجيه مثل هذا اﻹشعار يتبع في اثبات قبول الالتزام بهذا الاتفاق ما تقضي به الفقرة ٣ )ب( من المادة ٤.

1. For the purposes of this Agreement, " States Parties " means States which have consented to be bound by this Agreement and for which this Agreement is in force.
١ - ﻷغراض هذا الاتفاق، يراد بمصطلح " الدول الاطراف " الدول التي قبلت الالتزام بهذا الاتفاق والتي يكون هذا الاتفاق نافذا بالنسبة لها.

2. (a) " States Parties " means States which have consented to be bound by this Agreement and for which the Agreement is in force.
٢ - )أ( يعني مصطلح " الدول اﻷطراف " الدول التي قبلت الالتزام بهذا الاتفاق والتي يكون هذا الاتفاق نافذا بالنسبة إليها.

1. For the purposes of this Agreement, " States Parties " means States which have consented to be bound by this Agreement and for which this Agreement is in force.
١ - ﻷغراض هذا الاتفاق، يراد بمصطلح " الدول الاطراف " الدول التي قبلت الالتزام بهذا الاتفاق والتي يكون هذا الاتفاق نافذا بالنسبة اليها.

" Member " means a Government [, the European Community or any other] [or an] intergovernmental organization referred to in article 5 which has consented to be bound by this Agreement whether it is in force provisionally or definitively;
3- يعني " العضو " حكومة [أو الجماعة الأوروبية أو أي جهة أخرى] [أو] منظمة حكومية دولية مشاراً إليها في المادة 5 ووافقت على الالتزام بهذا الاتفاق سواء سرى مفعوله بصفة مؤقتة أو نهائية؛

(a) At the time of signing this Agreement, declare that by such signature it expresses its consent to be bound by this Agreement (definitive signature); or
(أ) أن تعلن، عند توقيع هذا الاتفاق، أنها تعرب بهذا التوقيع عن موافقتها على الالتزام بهذا الاتفاق (توقيع نهائي)؛ أو

2. For each State or entity establishing its consent to be bound by this Agreement after the requirements set out in paragraph 1 have been fulfilled, this Agreement shall enter into force on the thirtieth day following the date of establishment of its consent to be bound.
٢ - بالنسبة لكل دولة أو كيان يثبـت قبول الالتزام بهذا الاتفاق بعد استيفاء الشروط المبينة في الفقرة ١، يبدأ نفاذ هذا الاتفاق في اليوم الثلاثين التالى لتاريخ اثبات هذه الدولة أو هذا الكيان قبول الالتزام.

Consistent with our domestic legal requirements, our consent to be bound by this Agreement will be expressed in accordance with article 4, paragraph 3 (b) - signature subject to ratification, and we will not apply it provisionally.
واتساقا مع متطلباتنا القانونية الوطنية فإن موافقتنا على الالتزام بهذا الاتفاق سيعبر عنها وفقا للمادة ٤، الفقرة ٣ )ب( - التوقيع رهنا بالتصديق، ولن نطبقه بصفة مؤقتة.

At the time of signing this Agreement, declare that by such signature it expresses its consent to be bound by this Agreement (definitive signature); or

3. " Member " means a Government, the European Community or any intergovernmental organization referred to in article 5, which has consented to be bound by this Agreement whether it is in force provisionally or definitively;
3- تعني لفظة " العضو " إحدى الحكومات أو الجماعة الأوروبية أو أي منظمة حكومية دولية من المنظمات المشار إليهــا في المادة 5، التي وافقت على الالتزام بهذا الاتفاق سواء سرى مفعولـه بصفــة مؤقتة أو نهائية؛

(a) At the time of signing this Agreement, declare that by such signature it expresses its consent to be bound by this Agreement (definitive signature); or
(أ) أن تعلن، وقت توقيعها على هذا الاتفاق، أنها بتوقيعها المذكور تعبر عن ارتضائها الالتزام بهذا الاتفاق (توقيع نهائي)؛ أو

In any event, provisional application shall terminate on 16 November 1998 if at that date the requirement in article 6, paragraph 1, of consent to be bound by this Agreement by at least seven of the States (of which at least five must be developed States) referred to in paragraph 1 (a) of resolution II has not been fulfilled.
وفي كل اﻷحوال ينتهي التطبيق المؤقت يوم ١٦ تشرين الثاني/نوفمبر ١٩٩٨ اذا لم يستوف في ذلك التاريخ الشرط الوارد في الفقرة ١ من المادة ٦ والقاضي بقبول الالتزام بهذا الاتفاق من جانب ما لا يقل عن سبع دول )يجب أن تكون خمس منها على اﻷقل دولا متقدمة النمو( من الدول المشار اليها في الفقرة ١ )أ( من القرار الثاني.
