1 - تتعاون الأطراف من أجل تقديم المساعدة التقنية وبناء القدرات للبلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال وذلك لمساعدتها على تنفيذ التزاماتها التي ترتبها الاتفاقية.

3- يدعو أيضاً الأطراف من البلدان المتقدمة وغيرها من الجهات القادرة إلى الاستمرار في تقديم معلومات إلى الأمانة عن المساعدة التقنية والتكنولوجيا المتاحة لديها لنقلها إلى الأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال؛

It encouraged the IEA/CTI, UNDP - GEF, United Nations Environment Programme (UNEP) and other organizations to continue to provide assistance to developing country Parties and Parties with economies in transition for their technology needs assessments and workshops.
