وإذ تدرك أن البلدان النامية تتحمل المسؤولية الأساسية عن تشجيع وتنفيذ التعاون الاقتصادي والتقني فيما بينها، وإذ تكرر تأكيد ضرورة دعم المجتمع الدولي للجهود التي تبذلها البلدان النامية لتوسيع نطاق التعاون فيما بين بلدان الجنوب بانتهاج أسلوب التعاون الاقتصادي والتقني فيما بين البلدان النامية،
