2. Further to my report of 6 January 1995 (S/1995/10) and following personal contacts with the two sides to the conflict, my Special Envoy for Georgia convened a further round of negotiations in Geneva from 7 to 9 February 1995 with the objective of making progress towards a comprehensive settlement.

I refer to my report of 5 May 1999 on the question of East Timor (S/1999/513) and to Security Council resolution 1236 (1999) of 7 May 1999, by which the Council inter alia, welcomed the Agreements concluded by Indonesia, Portugal and the United Nations on the question and my intention to establish as soon as practicable a United Nations presence in East Timor with a view to assisting in the implementation of these Agreements.

That Agreement brings into force all other agreements signed by the parties in the course of the negotiations moderated by the United Nations, including the agreement on the definitive ceasefire signed on 4 December 1996 and made available to the Council as an annex to my report of 17 December.

32. As to the seventh main issue, the two leaders have again confirmed their agreement in principle to the 12 other confidence-building measures set out in annex I to my report of 1 July 1993 (S/26026).

12. Further to my report of 14 January 1995 (S/1995/38), UNPROFOR and the Office of the United Nations High Commissioner for Refugees (UNHCR) have continued to assist in facilitating the voluntary return of displaced people to their homes in those areas where return can take place in conditions of security and dignity, and in accordance with humanitarian principles.
