2. In a letter to the Director-General dated 19 November 2002 (annex I to the present document), the Permanent Representative of Azerbaijan to UNIDO conveyed the interest of his Government to settle its arrears through a payment plan agreement of a 10-year duration.

Mr. ZHANG Yan (China) welcomed the improvement in the financial situation of UNIDO and said that, although a number of countries were still in arrears, it was encouraging that Ukraine had begun to settle its arrears on the basis of its payment plan and that a similar plan had been proposed for Azerbaijan.
