As you will recall, the third meeting of the Central Organ of the OAU Mechanism for Conflict Prevention had earlier urged the NIF regime to desist from providing sanctuary to terrorist elements and to abide by the Charters of the United Nations and OAU in its relations with its neighbours.
وكما تتذكرون فإن الاجتماع الثالث للجهاز المركزي ﻵلية منظمة الوحدة اﻷفريقية لفض المنازعات سبق أن حث نظام الجبهة على وقف توفير ملاذ للعناصر اﻹرهابية والالتزام بميثاقي اﻷمم المتحدة ومنظمة الوحدة اﻷفريقية في علاقاته مع جيرانه.

In that connection, every Government had the right to take all necessary measures against terrorism in conformity with international law; for example, they must refrain from offering asylum to terrorist elements in conformity with the obligations to that effect contained in the 1951 Convention relating to the Status of Refugees.
وفي هذا الشأن، لكل حكومة الحق في اتخاذ جميع التدابير اللازمة ضد اﻹرهاب وفقا للقانون الدولي؛ فعليها مثلا اﻹحجام عن تقديم حق اللجوء للعناصر اﻹرهابية طبقا للالتزامات بهذا الصدد الواردة في اتفاقية ١٩٥١ الخاصة بوضع اللاجئين.

8. The statement also called on the Government of the Sudan, " to desist from engaging in activities of assisting, supporting and facilitating terrorist activities and from giving shelter and sanctuaries to terrorist elements and to act in its relations with its neighbours and with others in full conformity with the Charters of the United Nations and the Organization of African Unity " .
٨ - كما دعا البيان حكومة السودان " الى الكف عن المشاركة في اﻷنشطة التي تنطوي على مساعدة اﻷنشطة اﻹرهابية ودعمها وتسهيلها وعن توفير ملجأ وملاذ للعناصر اﻹرهابية والى التصرف في علاقاتها مع جيرانها ومع غيرهم بما يتفق تماما مع ميثاق منظمة اﻷمم المتحدة وميثاق منظمة الوحدة الافريقية " .

But all these were in vain and the Sudan could not stop the Council from adopting resolution 1044 (1996), calling on the Sudan to hand over to Ethiopia the three suspects sheltering in its territory and further calling on the Sudanese Government to desist from engaging in activities of assisting, supporting and facilitating terrorist activities and from giving shelter and sanctuary to terrorist elements.
غير أن كل هذه المساعي قد ذهبت سُدى ولم يفلح السودان في منع المجلس من اتخاذ القرار ١٠٤٤ )١٩٩٦( الذي طلب الى السودان الى أن يسلم اثيوبيا المشتبه فيهم الثلاثة الذين يتخذون من أراضيه ملجأ لهم وطلب كذلك الى حكومة السودان الكف عن القيام بأنشطة مساعدة ودعم وتيسير اﻷنشطة اﻹرهابية وعن توفير الملجأ والملاذ للعناصر اﻹرهابية.

26. In its resolution 1044 (1996), the Security Council addressed two demands to the Government of the Sudan, namely, to extradite to Ethiopia the three suspects wanted in connection with the assassination attempt on President Mubarak; and to desist from engaging in activities of assisting, supporting and facilitating terrorist activities and from giving shelter and sanctuary to terrorist elements.
٦٢ - وجه مجلس اﻷمن، في قراره ٤٤٠١ )٦٩٩١( إلى حكومة السودان طلبين، هما، `١` أن تسلم إلى إثيوبيا اﻷشخاص الثلاثــة المشتبـه فيهــم، والمطلوبين فيما يتعلــق بمحاولــة اغتيــال الرئيـس حسني مبارك؛ و `٢` أن تكف عن القيام بأنشطة لمساعدة ودعم وتيسير اﻷنشطة اﻹرهابية وعن توفير الملجأ والملاذ للعناصر اﻹرهابية.
