Article 21 of the text of the Convention states that in order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology is hereby established.

[4. Promote actions leading to the mobilization and channelling of financial resources to all levels

The need for improved access to funding is recognized by the innovative proposal to establish a global mechanism to increase the effectiveness and efficiency of existing financial mechanisms and to promote actions leading to the mobilization and channelling of substantial financial resources to affected developing country Parties to the Convention.

The Global Mechanism has promoted some actions leading to the mobilization and channelling of financial and technical resources for the implementation of the Convention in a number of countries of the region.
175- وقد عزَّزت الآلية العالمية بعض الإجراءات المؤدية إلى تعبئة وتوجيه الموارد المالية والتقنية لتنفيذ الاتفاقية في عدد من بلدان المنطقة.

(a) Promote actions leading to the mobilization and channelling of financial resources to all levels in accordance with the provisions of the Convention by:
)أ( النهوض باﻹجراءات التي تؤدي إلى تعبئة وتوجيه الموارد المالية على كافة المستويات وفقا ﻷحكام الاتفاقية، وذلك بالقيام بما يلي:

1. As per article 21.4 of the Convention, " in order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanisms (GM) is to be established to promote actions leading to the mobilization and channelling of substantial financial resources.... "
١- يرد في الفقرة ١٢-٤ من الاتفاقية أنه " بغية زيادة فعالية وكفاءة اﻵليات المالية القائمة، تنشأ بموجب هذا " آلية عالمية " للنهوض بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة ... "

(v) Pursuant to article 21, paragraph 4, of the Convention, the basic objective of the GM is to “increase the effectiveness and efficiency of existing financial mechanisms.” To do this, it will generally “promote actions leading to the mobilization and channelling of substantial financial resources” through existing mechanisms.

4. 4. 9. Accordingly, decision 24/COP.1 defined the functions of the GM, reiterating the GM's mission to promote actions leading to the mobilization and channelling of substantial financial resources in order to increase the efficiency and effectiveness of existing financial mechanisms.

The United Nations Convention to Combat Desertification (UNCCD) established the Global Mechanism (GM) as one of its subsidiary bodies to promote actions leading to the mobilization and channelling of substantial financial resources and technology to affected developing country Parties (article 21).

49.
