5. The mission recalled that, on 23 November 2011, the then President, Ali Abdullah Saleh, the ruling General People's Congress and the opposition Joint Meeting Parties signed the GCC Initiative and Implementation Mechanism in Riyadh for a transfer of power from the President to the Vice-President and a two-year transition period.
