3- تحث دول وأطراف المنطقة على بذل جهود إضافية لتطبيق المعايير الدولية لحقوق الإنسان فعلياً على الأشخاص المنتمين إلى أقليات قومية أو إثنية وأقليات دينية ولغوية، وترحب في هذا الشأن باعتماد قوانين بشأن الأقليات في بعض البلدان، وتحث البلدان التي لم تعتمد بعد قوانين من هذا القبيل على القيام بذلك؛

Encourages all Governments and other actors to undertake additional efforts to develop education and information programmes, with a view to disseminating the text of the Universal Declaration of Human Rights and arriving at a better understanding thereof, and emphasizes in that regard the primary importance of grass-roots initiatives in promoting, through education and the media, a culture of all human rights and fundamental freedoms;
٢ - تشجع جميع الحكومات وسائر الجهات الفاعلة على بذل جهود إضافية لتطوير البرامج التعليمية واﻹعلامية، بغية نشر نص اﻹعلان العالمي لحقوق اﻹنسان وتحقيق تفهم أفضل له، وتؤكد، في ذلك الصدد، على اﻷهمية اﻷساسية للمبادرات المتخذة على مستوى القاعدة للقيام، من خلال التعليم ووسائط اﻹعلام، بتعزيز ثقافة اﻹلمام بجميع حقوق اﻹنسان والحريات اﻷساسية؛
