Proper training of judicial and, in general, administrative personnel in human rights, particularly with regard to tolerance and non-discrimination based on religion or belief, would be highly appropriate.

81. After careful thought, and on completion of the study and his consultations, the Special Rapporteur considers that the situation in India with regard to tolerance and non-discrimination based on religion is, generally speaking, satisfactory.

The Special Rapporteur notes the diametrically opposed conclusions of the Government and the non-governmental organizations concerning the situation in the Sudan with respect to tolerance and non-discrimination based on religion and belief.

The Special Rapporteur on religious intolerance, Mr. Abdelfattah Amor, in his report on his visit to Australia in February/March 1997 (E/CN.4/1998/6/Add.1), examined the treatment and guarantees of tolerance and non-discrimination based on religion or belief in the Australian legal system and in Australian society.

131. The Special Rapporteur has focused on legislation in the field of tolerance and non-discrimination based on religion or belief (chap. I) and on the implementation of this legislation and on the policy in force (chap. II). He has analysed both the situation of the religious minorities and that of the dominant Orthodox Church and their relations with the State.
